WP4 - Evaluation of the options available for the treatment of waste articles identified as containing PBDEs and HBCDs above current LPCLs.

Led by University of Birmingham this work package will produce a document evaluating the options available for the treatment of waste articles containing PBDE and HBCDs at concentrations in excess of the relevant LPCLs.

Information will be collated on feasible strategies for the treatment of the waste streams potentially containing PBDEs and HBCDs. When coupled with data on the masses of material associated with relevant waste streams, the data on concentrations will permit calculation of masses of HBCDs and individual PBDEs associated with different waste streams and sub-streams within Ireland. This will be used to provide detailed mass flow analyses of PBDEs and HBCDs in their main applications, life cycle management for PBDE and HBCD containing materials and considerations for energy/material/bromine recovery from waste articles. Such analyses will help inform assessment of the impact of different waste management options.

The information gathered will be used to evaluate disposal options for PBDE and HBCD containing materials in Ireland and assess the benefits and drawbacks of available options including incineration (with or without energy recovery), treatment (mechanical, bromine and energy recovery) and landfilling.

In line with the Irish Waste Management strategy, wherever possible we will promote approaches that identify waste sub-streams that are suitable for reuse and recycling. However we will also identify and evaluate the utility of the various options for disposal of waste articles in which PBDE and HBCD concentrations exceed LPCLs.

Key considerations of the evaluation will be:

               •     The feasibility of a given option, taking into account practical considerations.

               •     The likelihood that a given option will reliably/ effectively isolate identify waste articles.

               •     The environmental implications of each option.
